Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-Chair; Bill Annable; Chuck Crickman; Deane Geddes

Ms. Holmes called the meeting to order at 4:46 p.m.

She commented that she would like to see more members on the Conservation Commission and that there was room for Alternates.

ADMINISTRATIVE

Meeting minutes of December 8, 2009 were reviewed and approved.

Ms. Holmes stated that in the future she would include a copy of the draft minutes with the agenda.

Mr. Crickman noted that his name did not appear on the Conservation Commission section of the town’s web site. Ms. Holmes said she would see that it was updated.

Mr. Crickman suggested that all permits coming to the Commission (Intents to Cut & Shoreland) be listed in the Conservation Commission section of the town’s web site.  Further he noted that the selections of permits located in the town hall lobby were small compared to that of the Town of Sunapee. He said he would speak to Denise (Land Use Coordinator) to see what may be added.

Ms. Holmes said she would like to give more visibility to the permit requests by putting them in the town newsletter, Newbury Update.

INTENTS TO CUT (Timber)

  • Susan Powers/Jane Grant, Pleasant View Road, 50,000 feet of white pine on a 30 acre parcel.
  • Peter V. Moore, South Road/Morse Lane, 25,000 feet of white pine, 5,000 feet of hemlock, 5,000 feet of oak on a 30 acre parcel.
  • Stephen Puksta, 4 Edgemont, remove two trees due to decay.
WETLANDS/SHORELANDS

  • New England Handicap Skiers Association (NEHSA) proposed new lodge and parking area above beginner area. Deane Geddes informed the group that he is a member of NHESA. Ms. Holmes remarked that she is very concerned about this site as it is directly above Beck Brook. The board spent considerable time reviewing the site plan for the construction site and Ms. Holmes asked Mr. Annable to take the documents home for review.
  • Town of Newbury, bridges on Village Road and Sutton Road.  Package signed off by Dennis Pavlicek, Town Administrator.
  • December 21, 2009, granted to John Greenwood, 48 Lake Avenue, Newbury, a NH Department of Environmental Services (DES) Wetlands and Non-Site Specific Permit 2009-02097 to permanently remove an existing 6 ft. x 18 ft. seasonal dock and install a 4 ft. x 36 ft. seasonal dock on Lake Sunapee, Newbury, Tax Map/Lot No. 16A / 324-426.
  • January 5, 2010, granted to Mark & Inna Moore, 34 Echo Cove Road, Newbury, a NH DES Wetlands and Non-Site Specific Permit 2008-02804 to remove a 2 ft. x 16 ft. section from an existing deck then construct a 6 ft. x 30 ft. piling pier and 10 ft. x 6 ft. walkway connected to an existing 6 ft. x 30 ft. crib pier extending from the remaining 22 ft. x 10 ft. deck located over the bank and water surface. Install a piling supported boat lift, season boatlift, 2 seasonal personal watercraft lifts, and a 14 x 30 ft. seasonal canopy on an average of 218 ft. of frontage on Lake Sunapee, Newbury.

OLD BUSINESS

Ms. Holmes asked if everyone read the correspondence sent by Dennis Pavlicek, town Administrator, regarding the Department of Transportation’s (DOT) position on the Wild Goose boat launch site. Mr. Annable said that it looked as if the DOT might get serious about the project.

NEW BUSINESS

Mr. Crickman spoke about the NH Municipal Conservation Finance Guidebook and that it had not arrived yet.

The board had a brief discussion regarding going on a person’s land. Mr. Unger wanted to know if he could walk on land on which we had received an “Intent To Cut”.  Ms. Holmes suggested that we ask Tim Fluery about this.

Mr. Unger made a motion to adjourn, Mr. Crickman made the second. All approved
